Community Energy Action Plan
At the end of 2025, Adams County completed its first Energy Action Plan focused on community work rather than its own facilities. The county participated in a series of work sessions, hosted by Xcel Energy’s Partners in Energy, to develop an Energy Action Plan for Adams County residents and businesses. This plan outlines strategies to help reduce energy use and increase the percentage of electricity coming from renewable sources.
This plan has three main focus areas:
- Unincorporated Residential Communities
- Unincorporated Small Businesses
- Countywide Large Businesses and Institutions
For the unincorporated focus areas, Adams County staff, with the support of Xcel Energy’s Partners in Energy, will be reaching out to residents and businesses about energy audits and rebate programs. For the countywide effort, the City of Brighton, Westminster, Commerce City, Northglenn, and Thornton will be working together to reach out to businesses with ten or more locations in the county. The goal is to help support energy efficiency and renewable energy for these businesses.
The plan focuses on the following goal and strategies from the 2030 Sustainability Plan.
- Goal 3: Expand, create, and advocate for equitable clean energy opportunities for all community members to reduce our carbon footprint.
- Strategy 3.5: Support residential energy efficiency outreach and upgrades
- Strategy 3.6: Support business energy efficiency outreach and upgrades
