County Manager
The County Manager’s Office is the executive arm of county government, responsible for implementing policies, managing daily operations, and overseeing county departments. The County Manager is appointed by the Board of County Commissioners and is responsible for providing administrative and management direction to county staff and departments.

County Manager Dionne Stroter
A Colorado native with over 20 years of experience in public service, Dionne Stroter joined Adams County in 2024 as Deputy County Manager. Prior to that, she served as Deputy Executive Director of the Colorado Department of Local Affairs (DOLA), which was the recipient of more than $1.5 billion in federal stimulus funds to support statewide pandemic recovery programs. In addition to this work, she led initiatives to enhance communications and digital accessibility across government.
Dionne’s background also includes serving as Executive Director of Denver’s Office of Children’s Affairs, where she expanded Head Start services, piloted innovative youth transportation programs, and increased funding for childcare and afterschool services. She has also held leadership roles in Denver’s Departments of Finance, Public Works, Parks and Recreation, and General Services.
A fierce community advocate, Dionne has worked tirelessly to improve outcomes for underserved communities across Colorado. She has been actively involved in numerous community initiatives, including serving as Chair of the Aurora Cultural Affairs Commission. As a lifelong musician, writer, and artist, she is a strong supporter of cultural arts and education, particularly for families and young learners.
Notable Initiatives
Adams County is transitioning from Notable Initiatives to a new performance framework. Adams County has built a strong foundation through our Notable Initiatives program, which helped us share our work more openly and keep the community informed about key projects and investments. As we transition to our new framework, we are building on that progress—not replacing it. This new approach will strengthen how we measure our impact in customer service, service delivery, and community engagement. Updated information will be available soon as this program launches in 2027.
