Citizen Advisory Boards and Commissions

Those who serve as volunteers on these boards or commissions provide input to the County’s decision-making process in many areas of subject expertise. The County and its citizens, in turn, benefit from your service. Information regarding each of our boards and commissions can be found below.

Adams County’s Citizen Advisory Boards and Commissions give residents the opportunity to serve their community, provide expert insight, and help shape county policies and programs. Explore the boards below to learn about their purpose, responsibilities, and how to apply to serve.

The Adams County Board of Health will be the governing body of the Adams County Health Department (ACHD), whose mission is to promote and protect the health of people and the communities where they live, work, and play. The board will promote policies to improve public health, hire and supervise the ACHD’s Executive Director, approve the agency’s budget, and provide oversight of agency operations.

The Board of Health is scheduled to meet on the third Thursday of each month at 5:30 p.m. Unless otherwise noted, meetings are held virtually and in-person at the Adams County Government Center, 4430 S. Adams County Parkway, in the fifth-floor study session room.

The Liquor and Marijuana Licensing Authority accepts applications, conducts investigations, and grants; renews, suspends, and revokes liquor licenses. The Authority regulates the liquor licensing process for beer, malt, vinous, and spirituous and the marijuana licensing process for marijuana within the unincorporated areas of Adams County.

The Adams County Cultural Arts Division creates opportunities to engage with the arts, connects artists and organizations, and enhances arts and culture experiences for everyone living in Adams County.

The Adams County Arts & Culture Commission (ACE) is a volunteer commission appointed by the Board of County Commissioners. ACE acts as an advisory board to the county’s Cultural Arts division and Percentage for the Arts Program, and is a Tier III SCFD organization. The mission of ACE is to expand the opportunities for Adams County residents to experience art in public places, and cultural, historical, and scientific activities.

The Arts & Culture Commission meets quarterly and members are given opportunities throughout the year to serve on project-specific Artist Selection Panels.

The Board of Adjustment is a statutorily created independent board that hears requests for variances from the Adams County Development Standards and appeals of administrative zoning decisions. Decisions of the Board of Adjustment are subject to judicial review by the Adams County District Court.

The function of the five-member Board of Fire Code Appeals is to interpret the provisions of the International Fire Code in instances where it is alleged that the code has been incorrectly interpreted, provisions of the code do not fully apply, or an equivalent method of protection or safety is proposed. Members must be qualified by experience and training to pass on matters pertaining to hazards of fire, explosion, hazardous conditions, or fire protection systems.

The function of the five-member Building Code Board of Appeals is to interpret the County’s building codes in instances where it is alleged that the true intent of the code has been incorrectly interpreted, the provisions of the code do not fully apply, or the requirements of the code are adequately satisfied by other means. The Board has no authority to waive the provisions of the code. Members must be qualified by experience and training to pass on matters pertaining to building construction and property maintenance.

The purpose of Community Corrections is to provide alternative sanctions, through a halfway house program, to individuals who would otherwise be incarcerated in prison.

The state of Colorado provides funds to the 17th Judicial District (Adams and Broomfield counties) for halfway houses to provide services to offenders. The Adams County Board of Commissioners appointed a Community Corrections Board that has the responsibility to:

  • Monitor halfway house compliance with state standards and contract obligations
  • Monitor the funds appropriated
  • Negotiate and process contracts for services
  • Review offender cases referred for community corrections placement

The Community Corrections Board has the authority to reject anyone for placement it determines to be a public safety risk. Not even a judge can sentence someone to a halfway house if the local board has not approved them. The program also has the right to refuse any individual it determines will be a risk to the public or its program.

The Community Enrichment Grant (CEG) is a competitive Adams County grant program that provides financial support to nonprofit organizations, school districts, and special districts to operate programs and services that improve the health, well-being, and self-sufficiency of underserved, marginalized, or vulnerable Adams County residents.

Grant funds must be used to directly serve Adams County residents, and funding requests must be based on the actual cost to deliver services through the proposed project.

The Community Enrichment Grant is a competitive funding opportunity, and demand typically exceeds available resources. In recent years, approximately 25% of submitted applications have been recommended for funding.

Applications are reviewed by a Community Advisory Committee, which makes funding recommendations to the Board of County Commissioners (BoCC). Funding decisions are based on alignment with county priorities, application quality, and available funds.

The committee met weekly on Mondays from 3-4 from April 27th – May 28th. With the exception of the week of May 25th, in which they met on Thursday the 28th. No other meetings are scheduled this year.

The Community Services Block Grant Advisory Council represents low-income, private and public sectors in the use of Community Services Block Grant funds. This five-member board consists of two low-income sector representatives, two public sector representatives, and one private sector representative.

The primary purpose of the CSBGAC is to advise the Adams County Board of County Commissioners concerning the administration of the Community Services Block Grant program, pursuant to the Community Services Block Grant Act, Pub. Law 105-285, § 676B, 42 U.S.C. 9910, as amended.

Board members must fully participate in the development, planning, implementation, and evaluation of the CSBG program.

The council meets quarterly, on the second Friday in March, June, September, and December. Please call CSBG staff at 720.523.6827 to confirm attendance.

The Adams County Cultural Council was established by a resolution of the Board of County Commissioners and is responsible for preparing and submitting an annual plan to the Scientific & Cultural Facilities District (SCFD) for funding disbursement to Tier III organizations serving Adams County residents. The Adams County Cultural Council consists of nine members serving three-year terms.

The Adams County Cultural Council (ACCC) recommends SCFD funding disbursement to Tier III organizations serving Adams County. In 2025, the Adams County Cultural Council awarded more than $2.6 million in ACFD funds to 91 organizations that bring arts, culture, science, and history to our schools, communities, and residents.

SCFD is a special tax district in the 7-county Denver metro region that has been funding arts and culture since the 1980s. This small tax (1 penny on $10) is responsible for helping create an incredibly vibrant art scene, and Adams County is proud to be a part of that community.

In addition to funding some of the region’s largest cultural institutions like the Denver Zoo, the Denver Art Museum, Botanic Gardens, Museum of Nature & Science, Butterfly Pavilion, and so many others, SCFD also helps smaller organizations that go into our communities, schools, and directly to Adams County residents.

Adams County and the City of Brighton adopted a joint District Plan in March of 2016 to realize the community’s vision for farmland preservation, local food production, and agritourism in the area south of Brighton. This plan calls for the creation of a joint City and County citizen commission to advise the implementation of the Plan and to act as ambassadors for the Plan. Meetings are generally held on the 4th Thursday of the month at 2 p.m.

The E-911 Emergency Telephone Service Authority is an entity, established by intergovernmental agreement, to oversee the collection of revenues and expenditures associated with providing emergency telephone services.

The Fair Advisory Board was created by resolution of the Adams County Board of Commissioners on December 18, 2006, to serve in an advisory capacity for the purpose of planning the Adams County Fair under the supervision and direction of the Adams County Parks Department.

The Family Preservation Commission is a legislatively mandated commission to prepare a plan for the provision or purchase of services for children who are subject to out-of-home placement. The commission serves as a local oversight entity and ensures adequate implementation of the Family Preservation Program.

Each Head Start attendance center shall have a Parent Committee that shall be comprised of all parents who have children enrolled in the Head Start program at that Center. In attendance centers with two or more program options, the Parent Committee shall be comprised of all parents of the center unless the parents vote to have a separate Parent Committees to represent each program option at the attendance center. Each program option at each attendance center shall elect by majority vote one (1) parent to serve as the member of the Policy Council and one (1) parent to serve as Policy Council alternate.

The Rangeview Library District is governed by a five-member Board of Trustees, appointed by the Adams County Board of Commissioners, and is responsible for the library district’s finances and formulation of policies. The library board meets regularly once per month.

Title III of the Federal “Superfund Amendments and Reauthorization Act of 1986” (SARA Title III) calls for the establishment of a state emergency response commission and local emergency planning committee (LEPC).

The Adams County Local Emergency Planning Committee (LEPC) is a coordination and planning body for hazardous materials located in the County. In the legislation establishing LEPCs, Congress expressly intends the LEPCs to serve as a focal point in the community for information and discussion about hazardous substance emergency planning, and health and environmental risks.

The Adams County LEPC meets on the fourth Monday of every odd month, 9-11 a.m. Meetings are in person in the Adams County Conference Center or can be attended virtually on the Microsoft Teams platform.

County housing authorities are authorized by statute to provide safe and affordable housing for low-income workers and their families.

The Metropolitan Football Stadium District (the District) is a body corporate and political subdivision of the State of Colorado established pursuant to the Metropolitan Football Stadium District Act, Article 15, Title 32 of the Colorado Revised Statutes, (Act). The District includes all or part of the seven counties in the Denver metropolitan area. The District was created for the purpose of planning, acquiring land and constructing a professional football stadium. The Act authorizes the District to levy and collect a sales tax on one-tenth of one percent throughout the District as of January 1, 2001 and will collect the tax for a period not to extend beyond January 1, 2012. The sales tax assists the District in financing the acquisition of land, construction of the Stadium and the payments of debt service.

The Metropolitan Stadium District Board meets quarterly at 10:00 a.m. at the Metropolitan Football Stadium District 1701 Bryant Street, Suite 500, Denver CO 80204

Adams County fills two seats on the North Central Regional Hazards Board (NCR) which is comprised of representatives from each of the 10 counties surrounding Denver. Individuals wishing to serve on this Board on behalf of Adams County must be from one of the following disciplines: Law Enforcement, EMS-Fire Based, EMS-Non-Fire Based, Fire, Public Health, Government Administration, Health Care, Hazardous Materials, Public Safety Communications, Public Works and working in this capacity within Adams County. NCR Board members are expected to provide representation for all of the responder agencies and organizations within the county by coordinating and communicating NCR Board information to the recognized NCR disciplines.

The Open Space Advisory Board (OSAB) consists of seven members, four of whom shall be residents of unincorporated Adams County and three of whom shall be residents of cities and towns located in Adams County. Members of the OSAB will be appointed to four-year terms of office. Members will serve at the pleasure of the Board of County Commissioners (BOCC).

Pursuant to Resolution 2021-668, the BOCC was required to develop a system to rotate the jurisdictions represented in a systematic fashion. It is the BOCC’S desire to rotate jurisdictions represented on the OSAB in the following systematic order: Arvada, Aurora, Bennett, Brighton, Commerce City, Federal Heights, Northglenn, Thornton, Westminster.

All in-person OSAB meetings are held in the 1st Floor Meeting Room (first building on the left as you enter the park) at Riverdale Regional Park, 9755 Henderson Rd., Brighton, CO 80601.

The Planning Commission is a statutorily authorized board, appointed by the Board of County Commissioners, that prepares and adopts a county master plan in accordance with C.R.S. § 30-28-106. The Planning Commission also reviews and makes recommendations concerning development applications within the county.

Planning Commission Meetings are held at 5:15 p.m. on the second and fourth Thursdays of each month (with exception) at the Adams County Government Center, 4430 South Adams County Parkway, Brighton, CO 80601.

The function of the Regional Emergency Medical & Trauma Advisory Council is to develop, implement and monitor a regional emergency medical trauma case system in accordance with the Colorado Trauma Case System Act, C.R.S. § 25-3.5-7.01, et seq. Other participating counties include Arapahoe, Douglas, Elbert and the City & County of Denver.

Colorado has 11 Regional Emergency Medical and Trauma Services Advisory Councils (RETAC). RETACs are authorized by statute to provide a coordinated approach to emergency medical and trauma care. Each council consists of five or more participating counties. Each RETAC is responsible for creating an implementation plan for delivering emergency medical and trauma care in the region.

The Adams County Board of Retirement is responsible for the management of the Retirement Plan, interpreting the Retirement Plan’s provisions, and adopting any change to the Retirement Plan.

 

The SCFD’s Board of Directors is a diverse group of culture, business, and non-profit leaders from across the Denver metro area. The 11-member board includes one representative from each of the seven counties appointed by the board of county commissioners or city council that participate in the SCFD as well as four members appointed by Colorado’s governor.

The board of directors reviews and oversees all funding distribution from the district.

The Veterans Advisory Commission has been established by the Board of County Commissioners as an advisory board to gather veterans from within the county to address and work cooperatively with other county boards, councils, and staff with regard to policies, programs, and concerns relating to veterans’ interest and to develop new working relationships with all other agencies serving veterans within the county.

Unless otherwise noted, VAC commission meetings are held every other month, on the second Tuesday of the month, at the Adams County Government Center, 4430 S. Adams County Pkwy., Brighton, CO 80601.

The Adams County Workforce and Business Center exists as the source of security to passionately serve our community in becoming the best version of themselves.

The Adams County Workforce Development Board (ACWDB) is comprised of dedicated community leaders who focus on advancing workforce development. The ACWBD is comprised of representatives from private industry, nonprofits, and public agencies. Federal legislation mandates the ACWDB to oversee public investments in employment and training programs, a responsibility that is accomplished through the operations of the Adams County Workforce and Business Center.

The Workforce Development Board meets bi-monthly from 8–9:30 a.m. at the Human Services Center, 11860 Pecos St., Westminster.
