OCTOBER 1, 2026 – SEPTEMBER 30, 2027

Starting February 6, 2026, Adams County Housing Policy & Community Investments Division (HPCI) will be accepting applications from organizations for projects that will benefit low- and moderate-income residents and neighborhoods in Adams County through grant funding from the HOME Investment Partnerships (HOME) Program to be included in the 2026 Annual Action Plan starting October 1, 2026.

The HOME Program is funded through the U.S. Department of Housing & Urban Development (HUD). Any and all final awards are contingent on compliance with 24 CFR Part 92, 24 CFR Part 58 Environmental Review, Section 3, Uniform Relocation Act, approval of the Adams County Board of County Commissioners, and receipt of funds from HUD.

HOME funds support permanent, decent, affordable housing for low- and moderate-income households, expand affordable housing options, strengthen the ability of state and local governments to provide housing, and leverage private-sector participation.

Applications are due by 5:00 PM on Friday, March 13, 2026. Prior to the due date, applicants may schedule a meeting with HPCI to discuss their proposals by contacting (720) 523-6200 or HPCI@adamscountyco.gov. The CDBG Program is funded through the U.S. Department of Housing & Urban Development (HUD). Any and all final awards are contingent on compliance with 24 CFR Part 92, 24 CFR Part 58 Environmental Review, Section 3, Uniform Relocation Act, approval of the Adams County Board of County Commissioners, and receipt of funds from HUD.

Up to 15% of Adams County’s Program Year 2026 CDBG allocation can be used for public service activities such as job training, youth programs, food assistance, homelessness prevention, and public safety services. These activities must benefit low- to moderate-income individuals and households.

NOTICE is given that a draft of a Substantial Amendment to Adams County’s Program Year (PY) 2025 Annual Action Plan (AAP) for the use of federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a 30-day public comment period. Notice is also given that a public hearing will be held to allow the public to make comments on the proposed plan. Adams County encourages citizen participation, emphasizing the involvement of low-to-moderate income residents, public agencies, and other interested parties in areas where funding may be spent.

The AAP is developed each year to fund activities that address the housing and community development needs identified in the Consolidated Plan. It was noticed by HUD that in PY 2025 Adams County will receive an estimated $1,251,668 in CDBG funds and $1,104,724 in HOME funds. In addition to the PY 2025 grant allocations, Adams County has unused prior year CDBG and HOME funds which will be committed to projects in PY 2025. HUD funds are intended to benefit low- to moderate-income persons and households in Adams County for the following jurisdictions: Unincorporated Adams County, Town of Bennett, and the Cities of Brighton, Commerce City, Federal Heights, Northglenn, Thornton, and Westminster. The PY 2025 AAP Substantial Amendment adds a HOME project for new development of affordable housing in the City of Westminster and a CDBG project for the development of a new public park in the City of Northglenn.

30-Day Public Comment: Citizens can view the draft AAP from the date of this publication to March 10, 2026, at the Community & Economic Development offices at 4430 S. Adams County Parkway, Suite W6200, Brighton, CO 80601. Written comments will be accepted until Monday, March 9 at 11:59 PM. Public comments regarding the draft PY 2025 AAP Substantial Amendment can be submitted by mail, delivered to the address above, or via email at rreed@adamscountyco.gov.
Public Hearing: A public hearing will be held to provide the public with an opportunity to comment on the draft PY 2025 AAP. The hearing will be held on March 10, 2026, at 9:30 AM in the Public Hearing Room of the Adams County Government Center, located at 4430 S. Adams County Parkway, Brighton, CO 80601. Residents are encouraged to attend and participate.

DRAFT PROGRAM YEAR 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)

NOTICE is given that a draft of the Program Year (PY) 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for Adams County has been drafted and will be available for the public to review.

The CAPER reports on accomplishments and expenditures for the County’s Community Development Block Grant (CDBG) program and HOME Investment Partnerships Program (HOME) as required by the U.S. Department of Housing and Urban Development (HUD). Funded activities such as affordable housing programs, public services, and infrastructure improvements were intended to benefit low- to moderate-income persons. PY 2024 ran from October 1, 2024, through September 30, 2025.

PUBLIC COMMENT PERIOD: The draft PY 2024 CAPER will be available to review for 19 days starting from February 5, 2026, and ending with the public hearing at 9:30AM on February 24, 2026. The draft CAPER can be viewed at the Community & Economic Development Department offices at 4430 S. Adams County Parkway, Brighton, CO 80601. Public comments regarding the draft PY 2024 CAPER can be submitted by mail, delivered to the address above, or sent via email to rreed@adamscountyco.gov.

PUBLIC NOTICE FOR NEIGHBORHOOD STABILIZATION PROGRAM 1 & 3 ACTION PLAN AMENDMENTS

In accordance with Adams County’s Citizen Participation Plan and the U.S. Department of Housing and Urban Development (HUD), a public hearing will be held at 9:30 a.m. on March 10, 2026* at the Adams County Government Center at 4430 S. Adams County Parkway, Brighton, CO, 80601 regarding Amendments to the 2008 Neighborhood Stabilization Program (NSP) 1 and 2011 NSP 3 Action Plans. Citizens will have from the date of this publication until the date of the public hearing to respond to the Amendments. Adams County will then consider any received comments and, if deemed appropriate, modify the NSP 1 and NSP 3 Action Plan Amendments before submitting them to HUD for review.

Adams County proposes changing the following in the Action Plans: Amending the A. AREAS OF GREATEST NEED and B. DISTRIBUTION AND USES OF FUNDS sections to reflect the redirection of resources to an eligible project within the City of Westminster which will use all remaining NSP funding.

The NSP 1 and NSP 3 Action Plan Amendments are available at the Adams County Housing Policy & Community Investments Division office at the address above.

With at least 48-hour notice, Adams County will provide interpretation or translation services to meet the needs of non-English speaking residents. The County will also take appropriate actions to serve the needs of persons with disabilities. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Adams County.

REQUEST FOR RELEASE OF FUNDS

On or about February 24, 2026, Adams County will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of HOME Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake a project known as Blossom Commons for the purpose of developing a new construction project containing 50 affordable units at 9145 Eaton St., Westminster, CO. The project will provide 50 units for senior households between 30-70% area median income, and a ground-floor commercial space which will be leased by the City of Westminster for a community resource center. Approximately $400,000 in HUD funding will be involved in this project which will cost approximately $27 million total.

FINDING OF NO SIGNIFICANT IMPACT

Adams County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 4430 S. Adams County Parkway, Brighton, CO 80601 and may be examined or copied weekdays 8 A.M. to 4:30 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Adams County. All comments received by February 23, 2026, will be considered by Adams County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Adams County certifies to HUD that Julie Duran Mullica in their capacity as Chair of the Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Adams County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and Adams County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Adams County; (b) Adams County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov to verify the actual last day of the objection period.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Adams County.

REQUEST FOR RELEASE OF FUNDS

On or about December 12, 2025, Adams County will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, as amended, and HOME Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake a project known as Ravenfield Senior Apartments for the purpose initiating two phases of development on an approximately 1.9 acre vacant parcel owned by the Brighton Housing Authority located at 590 S. 27th Avenue in Brighton. The first phase will involve the construction of a three-story multi-family residential building with 46 affordable units, as well as associated infrastructure, surface parking, landscaping, and a stormwater detention pond. Access to the first phase will be provided off S. 27th Ave. The second phase will involve a similarly scaled multi-family residential building for seniors with a similar number of affordable units and amenities, as well as associated infrastructure, surface parking, and landscaping. Access to the second phase will be provided off Purcell St. Approximately $618,551 in HUD funding will be involved in this project which will cost approximately $24.3 million total.

FINDING OF NO SIGNIFICANT IMPACT

Adams County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 4430 S. Adams County Parkway, Brighton, CO 80601 and may be examined or copied weekdays 8 A.M. to 4:30 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Adams County. All comments received by December 11, 2025, will be considered by Adams County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Adams County certifies to HUD that Lynn Baca in their capacity as Chair of the Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Adams County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and Adams County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Adams County; (b) Adams County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov to verify the actual last day of the objection period.

ADAMS COUNTY PROGRAM YEAR 2025
OCTOBER 1, 2025 – SEPTEMBER 30, 2026

Starting September 11, 2025, Adams County Housing Policy & Community Investments Division (HPCI) will be accepting applications from organizations for projects that will benefit low- and moderate-income residents and neighborhoods in Adams County through grant funding from the HOME Investment Partnerships (HOME) Program.

The HOME Program is funded through the U.S. Department of Housing & Urban Development (HUD). Any and all final awards are contingent on compliance with 24 CFR Part 92, 24 CFR Part 58 Environmental Review, Section 3, Uniform Relocation Act, approval of the Adams County Board of County Commissioners, and receipt of funds from HUD.

HOME funds support permanent, decent, affordable housing for low- and moderate-income households, expand affordable housing options, strengthen the ability of state and local governments to provide housing, and leverage private-sector participation.

Applications are due by 5:00 PM on Friday, September 26, 2025. Prior to the due date, applicants may schedule a meeting with HPCI to discuss their proposals by contacting (720) 523-6200 or CommDev@adamscountyco.gov. NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING
Amendments to the Adams County 2015-2019 Consolidated Plan and 2019 Annual Action Plan

In accordance with Adams County’s Citizen Participation Plan, Adams County invites public review and comment on proposed substantial amendments to its U.S. Department of Housing and Urban Development 2015-2019 Consolidated Plan and 2019 Annual Action Plan. These amendments are required to add a new goal, project, and activity funded with Community Development Block Grant–Coronavirus (CDBG-CV) funds.

Purpose of Amendments

  • Consolidated Plan Amendment: Add a new Strategic Plan goal, Health Services, to support activities that prevent, prepare for, and respond to COVID-19 and other public health emergencies.
  • Annual Action Plan Amendment: Add a new project, CV-Health Services, funded with CDBG-CV resources, and an activity funding Clinica Family Health & Wellness to provide health services including: testing, vaccination support, health education, mental health counseling, substance abuse services, and other eligible public health interventions that benefit low- and moderate-income residents.

The proposed amendments are available for public review during a 30-day comment period beginning August 28, 2025, and ending with the public hearing at 9:30 a.m. on September 30, 2025.
