Miscellaneous Concrete and ADA Ramps Program
Overview
Within unincorporated Adams County, the property owner is responsible for the maintenance of the concrete abutting their property in accordance with the Development Standards and Regulations. This includes the repair or replacement of concrete improvements such as curb, gutter, and sidewalks.
The County recognizes the importance of maintaining curb, gutter, sidewalk, and curb ramps and how this can be difficult, however the overall extent of infrastructure and the maintenance needs exceed what can be supported solely through County funding. As part of the County’s strategy to assist the public with addressing concrete maintenance needs and as part of the County’s commitment to improve ADA accessibility, the County does perform concrete repair and ADA curb ramp work with the Miscellaneous Concrete & ADA Ramp Program.
Property owners may also contract and fund repairs privately. Any work in the Right-of-Way requires a permit and must conform to the current county standards and specifications.
Repair requests – Reported damage and requested repairs will be inspected and any necessary repairs will be assessed for severity and consideration in future programming.
New residential driveway cuts within attached sidewalks with mountable curbs will not be permitted to avoid adverse impacts to the walkable surface and to the level of ADA compliance along the existing public pedestrian route.
Miscellaneous Concrete and ADA Ramp Program
The Miscellaneous Concrete and ADA Ramp Program focuses primarily on concrete replacement and trip hazard grinding, as well as the replacement and new pedestrian curb ramps, within the County’s street paving program areas.
Concrete damage and hazards are assessed and typically prioritized based on severity, geographical location within the County (corresponding with planned maintenance programming), and/or budgetary constraints. Concentrating this work within programmed areas allows us to make the most of available funding and address a greater number of repairs.
- Sidewalk, Curb, and Gutter Repair: Sidewalk, curb, and gutter damage will be inspected and assessed by the County to identify areas for repair and trip hazard grinding.
- Pedestrian Ramps: Curb ramp serving pedestrian routes within newly constructed or altered roadways must be constructed according to standards set by the Americans with Disabilities Act (ADA). As a result, the County’s annual program will prioritize the installation or replacement of ADA pedestrian curb ramps in locations where street paving is planned.
- Requests – Reported locations considered for spot repairs will be established annually based on severity, prioritization, and in coordination with other requests to allow the work to be performed in an efficient manner.
SCHEDULING AND PREPARATION
Before construction starts, the contractor will request utility locates and a professional land survey may be on site to perform work in support of the project. The contractor may also be out cutting the concrete in advance or the work. These parts can take place days or weeks in advance of any construction and should not cause any disruption to daily public activities. Please do not remove any stakes or utility locate flags.
Notification of Repair Work
Notifications will be mailed out in advance of the project advising the public of the upcoming concrete work.
In the event concrete replacement or curb ramp construction is scheduled adjacent to your property, the construction contractor will deliver a door hanger at least two (2) days prior to construction. Door hangers and the website include all contact information for the County and construction company.
Homeowners are advised to keep their door hangers until construction is complete and you are confident that any landscape or sprinkler problems resulting from concrete construction have been resolved. Please feel free to contact the Contractor or the County if an issue arises or if you have any questions.
CONSTRUCTION
NO PARKING signs will be placed in the immediate work area 24-48 hours in advance to allow clear access for the necessary equipment. You will not be able to park in the immediate area during the construction in order to leave room for construction vehicles, materials and personnel. You will be able to park in areas along the roadway not restricted by no-parking signs.
If vehicles are not moved from the work areas, vehicles may be towed to a nearby location to maintain the project’s progress.
Please be aware of the heavy equipment and increased activity while driving in the area. Cars are often able to drive down the street with guidance from the construction crew during the day and as normal outside of work hours.
- Concrete removals and replacements can take approximately 2 days. ADA ramps usually take 2 to 3 days to complete once actual construction begins.
- Curing of the concrete is typically expected to take 3 days. During colder temperatures, curing process may take longer and construction blankets may be placed over the concrete to protect the concrete from weather.
- Please avoid watering at and upstream of open removal areas as water will impact the construction and cause delays.
- Please do not water your lawn for at least 24 hours after the new concrete is replaced as water can damage the concrete surface.
AFTER CONSTRUCTION
Once the cones and signage have been removed by the contractor, the new concrete is completed to the point where it is safe for residents to use the area, drive their cars freely, and park on the street.
Landscape repairs to sprinklers, grass, and mulch will be performed by the contractor. For concrete construction that may extend into winter months, some landscape repairs may be held off until spring. Please keep the notice for up to one year until all concrete and/or landscape and sprinkler repairs are resolved.
- Sprinkler repairs and backfill of areas behind concrete repairs and new ramps will usually take place within 72 hours of pouring the concrete.
- Minor landscape repairs to grass and mulch will generally be completed within 14 days of pouring the concrete, though some repairs may be combined and completed at a later date.
Asphalt patching is usually completed after all concrete replacement has been completed. This may vary for more severe damage, or the damage may be addressed at a later date with the Street Paving Program.
Asphalt damage caused by the concrete work will be patched by the contractor and may occur towards the end of the overall project. This may vary for more severe damage, or the damage may be addressed at a later date with the Street Paving Program.
Please do not apply de-icing materials to new concrete (within one year) as this will cause spalling and deterioration of the concrete.
Current Program
LOCATION
This year, the Program will focus its efforts countywide to address reported concrete damage to the extent that funding allows. The construction contractor will deliver door hanger notices at each location prior to construction.
DURATION
Repairs will be ongoing, and to the extent funding is available, throughout 2025.
