Listed below are the most significant resolutions affecting OEM dating back to 2018. This list in not all inclusive as most resolutions relate to grant applications and appointments to boards and committees.

BOARD OF COUNTY COMMISSIONERS FOR ADAMS COUNTY, STATE OF COLORADO
RESOLUTION GRANTING THE OFFICE OF EMERGENCY MANAGEMENT APPROVAL TO APPLY FOR THE 2025 EMERGENCY MANAGEMENT PERFORMANCE GRANT
Resolution 2025-003
WHEREAS, the Colorado Disaster Emergency Act, Section 24-33.5-701, C.R.S., et seq., as amended requires the County to maintain an emergency management agency; and,
WHEREAS, the Board of County Commissioners wishes to receive those funds authorized by Congress on an annual basis and passed to the Colorado Division of Homeland Security and Emergency Management for reimbursement of up to fifty percent (50%) of eligible local costs for said emergency management agency.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, County of Adams, State of Colorado, hereby grants approval to the Office of Emergency Management to apply for the 2025 Emergency Management Performance Grant.
BE IT FURTHER RESOLVED, that the Chair is hereby authorized to sign the application on behalf of Adams County.
BOARD OF COUNTY COMMISSIONERS FOR ADAMS COUNTY, STATE OF COLORADO
RESOLUTION APPROVING THE ADAMS COUNTY HAZARD MITIGATION PLAN
Resolution 2020-608
WHEREAS, each year in the United States, natural disasters take the lives of hundreds of people and cause substantial damage to property and the environment; and,
WHEREAS, each dollar spent on mitigation saves society an average of $6 in avoided future losses in addition to saving lives and preventing injuries; and,
WHEREAS, the Robert T. Stafford Disaster Relief and Emergency Assistance Act (“Stafford Act”) legally requires state, local, tribal, and territorial governments to develop and adopt FEMA-approved hazard mitigation plans as a condition for receiving certain types of nonemergency disaster assistance; and,
WHEREAS, the regulations under Title 44, Chapter 1, Part 201 of the Code of Federal Regulations (44CFR Part 201) contain requirements and procedures to implement the hazard mitigation planning provisions of the Stafford Act; and,
WHEREAS, the Adams County Hazard Mitigation Plan has been reviewed by the Colorado Division of Homeland Security & Emergency Management and FEMA Region VIII and designated the Adams County Hazard Mitigation Plan as “Approved Pending Adoption”;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, County of Adams, State of Colorado, that the Adams County Hazard Mitigation Plan is hereby approved.
BE IT FURTHER RESOLVED, that the Chair of the Board of County Commissioners is hereby authorized to sign the Adams County Hazard Mitigation Plan on behalf of Adams County.
BOARD OF COUNTY COMMISSIONERS FOR ADAMS COUNTY, STATE OF COLORADO
RESOLUTION REPEALING RESOLUTION 2018-438 THAT DESIGNATED THE ADAMS COUNTY SHERIFF AS THE PRINCIPAL EXECUTIVE OFFICER FOR EMERGENCY MANAGEMENT IN ADAMS COUNTY

WHEREAS, on June 26, 2018 the Board of County Commissioners passed Resolution 2018-438 which designated the Adams County Sheriff as the Principal Executive Officer for Emergency Management in Adams County; and,
WHEREAS, at the time of that designation, the Adams County Office of Emergency Management was within the organizational structure of the Adams County Sheriff’s Office; and,
WHEREAS, due to a structural change, the Adams County Office of Emergency Management is now in the organizational structure of the Board of County Commissioners; and,
WHEREAS, because of the structural change, it is no longer appropriate for the Adams County Sheriff to be designated as the Principal Executive Officer for Emergency Management in Adams County.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, County of Adams, State of Colorado, that Resolution 2018-438 designating the Adams County Sheriff as the Principal Executive Officer for Emergency Management in Adams County is hereby repealed.
BOARD OF COUNTY COMMISSIONERS FOR ADAMS COUNTY, STATE OF COLORADO
RESOLUTION DESIGNATING THE ADAMS COUNTY SHERIFF AS THE PRINCIPAL EXECUTIVE OFFICER FOR EMERGENCY MANAGEMENT IN ADAMS COUNTY
Resolution 2018-438
WHEREAS, the Colorado Disaster Emergency Act, C.R.S. § 24-33.5 707, requires the Mayor, Chairman of the Board of County Commissioners, or other principal Executive Officer of each county in the state or any city designated by the Governor to have an emergency management agency to (1) notify the Colorado Division of Homeland Security and Emergency Management (DHSEM) of the manner in which the political subdivision is providing or securing disaster planning and emergency services, (2) prepare and maintain a current disaster emergency plan, (3) identify the person who heads the agency from which services are obtained, and (4) furnish additional information relating to programs as requested by DHSEM; and,
WHEREAS, the Adams County Office of Emergency Management is within the organizational structure of the Adams County Sheriff’s Office; and,
WHEREAS, the Adams County Sheriff has appointed an Emergency Manager to head the agency from which County emergency services are obtained; and,
WHEREAS, the Emergency Manager reports directly to the Sheriff’s Office for all matters pertaining to disaster planning and emergency services; and,
WHEREAS, in order to facilitate emergency management operations in Adams County, it is appropriate for the Adams County Sheriff to serve as the Principal Executive Officer for emergency management in the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, County of Adams, State of Colorado, that the Adams County Sheriff be designated as the Principal Executive Officer for Emergency Management.
