Disaster Management Plan (DMP)
In Adams County, the Disaster Management Plan serves as the county emergency operations plan. An emergency operations plan is defined by FEMA as, “a plan for responding to a variety of potential hazards.”
The Adams County Disaster Management Plan is an official document, approved by the Board of County Commissioners (BoCC), that forms the framework for how the County will respond to and recover from all types of disasters. The plan has multiple components and describes the overarching concepts, authorities, processes, and responsibilities for county operations in the event of a disaster.

Hazard Mitigation Plan (HMP)
The Adams County Office of Emergency Management (OEM) maintains the local Hazard Mitigation Plan. A hazard mitigation plan is defined by FEMA as, “a document that increases awareness of hazards, risks and vulnerabilities; identifies actions for risk reduction; and focuses local resources on the greatest risks while communicating priorities to state and federal officials.”
The Adams County Hazard Mitigation Plan is an official document, approved by the Board of County Commissioners (BoCC), to guide county and city officials and staff to coordinate and implement activities that will protect the people and property of the county from the effects of natural and human-caused hazards.
