Continuity
Continuity of Government (COG) refers to the measures taken to ensure the continued functioning of government, particularly during and after a disruption. It involves maintaining the capacity of all three branches of government (executive, legislative, and judicial) at the federal, state, and local levels to carry out their essential functions. This includes enacting laws, convening legislatures, and providing essential services. COG aims to reassure the public and prevent a breakdown of governance during times of disruption. COG is an outcome of a viable continuity capability. Successful COG planning and readiness preserves the statutory and constitutional authorities of elected and appointed officials at all levels of government in all circumstances and establishes emergency powers during and after disasters.
Continuity of Operations (COOP) refers to the process of ensuring an organization can continue its essential functions and services during and after a disruptive event. It involves identifying critical functions, developing strategies to maintain them, and preparing for various disruptions. Essentially, COOP is about minimizing downtime and ensuring a swift return to normal operations.
