About the Workforce Development Board

Mission Statement

To responsibly serve the Adams County community with integrity and innovation.

Purpose

The Adams County Workforce and Business Center exists as the source of security to passionately serve our community in becoming the best version of themselves.

The Adams County Workforce Development Board (ACWDB) is comprised of dedicated community leaders who focus on advancing workforce development. The ACWBD is comprised of representatives from private industry, nonprofits, and public agencies. Federal legislation mandates the ACWDB to oversee public investments in employment and training programs, a responsibility that is accomplished through the operations of the Adams County Workforce and Business Center.

INTRODUCTIONS AND QUORUM
A quorum of members was present, and the meeting was called to order at 8:02AM by WDB Chair, Amy Clement. All attendees were welcomed, and introductions were made.

APPROVAL OF MINUTES
Board members reviewed the minutes from November 10, 2022, meeting. MOTION made to approve the November 10, 2022, meeting minutes and was seconded. MOTION CARRIED. The minutes of the November 10, 2022, meeting was approved with no corrections.

BOARD MEMBERSHIP UPDATES
Amy reported that board member, Rachel Hoard from DVR has accepted a new statewide manager position and is resigning from the board. Rachel’s replacement within DVR has not yet been selected, but that person will replace her on the board. Also, Maureen Rudy from MSU Adult Education has resigned to take a position with a non-profit organization. She is recommending Robert Gallegos as her replacement as he will be taking the lead at the MSU Family Literacy Center.

Angela Atkinson has stepped down from the Executive Committee leaving an open seat. Board members interested in serving on the Executive Committee were instructed to contact Board Liaison, Yvonne Castillo by the end of the month to be considered.

CDLE UPDATES
Guests, Mark Duey and Aaron Wiser from CDLE provided an update on the status of replacing Connecting Colorado (CC). The Denver based company who created My Colorado Journey was the selected vendor to develop a new system to replace CC. They are 50% of the way through the discovery phase of identifying the requirements that will need to be built into the new system. The team working on this project will have a better idea of a potential completion date once the discovery phase has been completed. They hope to have more information by the end of February on a timeline for the first phase roll out. Status on this project is provided at the State Workforce Development Director’s meetings.

Board member, James Newby reported that there is still no update on the Wagner-Peyser NPRM at this time. They are still working on responding to the 1,000+ comments and CDLE hopes to have more information by June.

A final decision on the Business Services NPRM has not yet been made. The state proposed two options for measuring employer engagement success: 1. Employer retention, and 2. Employer penetration.

James also reported that the state has developed a partnership with Amazon to provide early access to their open positions from entry level up to management level to provide more opportunities for our job seekers. The goal is to improve the relationship and increase the utilization of the workforce system to weave in work based learning opportunities and develop career progression through Amazon.

Other updates:
– The 2022 Talent Pipeline Report has been published and is being distributed
– The office of Future of Work has updated the apprenticeship section of their website

CUWA Director, Todd Nielson reported that there was legislation that was passed last year that requires the workforce system to use virtual tools for ESL customers. There is collaboration between the Future of Work and New Americans offices to purchase two new tools to pilot that provide occupational specific ESL training and virtual ESL with live teachers. Final plans for roll out have not been finalized, but it was recommended to pilot this in Adams County. Todd will keep the board informed on this project.

CWDC MEETING
Britta Blodgett from CDLE reported that the next CWDC meeting will be held in Adams County on January 26th and 27th. The WBC will be hosting the meeting at the Human Services office on the 27th as well as an industry tour of a local business. There is a networking event the evening of the 26th that board members are invited to attend. Britta provided the details to rsvp for the networking event.

INNOVATIONS GRANT
Jodie reported that the WBC did submit a proposal for the Innovations Grant RFP last year and we were award the grant. The WBC does not typically apply for these grants as it was intended for the WBC to RFP the funds to subrecipients which is not part of our practice with grants.. There was a lot of misperceptions and confusion related to this grant and in October, CWDC and CDLE informed the WBC that we could return this funding without negatively impacting future allocations. After further discussion within Adams County, the funding was returned to the state.

QUEST GRANT UPDATE
WBC Case Manager Lead, Belia Chavez reported that the WBC has received the QUEST grant which is a national disaster grant for dislocated workers. The total award is $6.6 million across the following regions: Arapahoe/Douglas, Denver, Boulder, Pikes Peak, Larimer, Weld, and the Rural Consortium with a required total enrollment of 575 participants. The grant will run from 9/26/22 through 9/30/2024. Targeted populations of this grant include:

  • Individuals temporarily or permanently laid off as a consequence of the COVID-19 pandemic
  • Long-term unemployed individuals who have been unemployed 27 or more consecutive weeks
  • Dislocated workers
  • Self-employed individuals who became unemployed or significantly underemployed due to the pandemic

The grant also requires the workforce center to focus on target industries within our area that include manufacturing, construction, transportation/distribution, and healthcare and to develop sector partnership. There is more flexibility with this grant as opposed to WIOA funding and we are awaiting the final Notice of Funding Agreement from CDLE to begin the roll out.

DASHBOARD
Jodie provided an overview of the fiscal data. Based on the program year we should be at 42% of our spending. The WIOA program is close at 38% with the Adult program being ahead. We are struggling in our Youth program due to staffing as we experienced a turn over in every Case Manager position last year with the last position just recently being filled. The Youth team will be attending a retreat to develop strategies to meet program goals and we are in discussion with other regions on ideas to increase enrollments. The Wagner-Peyser program is slightly behind in spending due to turn over related to the uncertainty of the pending decision of the NPRM. A new Business Service representative has been hired and we are still trying to hire a replacement for the Migrant Seasonal Farm Worker staff member.

ANNOUNCEMENT
WBC Manager, Rita McGirr announced that the Adams County WBC is hosting a Regional Onboarding event on January 30th and 31st for new workforce center staff in the region to learn about the workforce center system, our programs, and funding.

OPEN DISCUSSION

EXECUTIVE COMMITTEE UPDATES
Amy reported that Lisa Hough has expressed interest in serving on the Executive Committee. A
nomination to appoint Lisa Hough to the Executive Committee was made.
MOTION made to appoint Lisa Hough to the Executive Committee and was seconded.
MOTION CARRIED. Lisa was appointed to serve on the Executive Committee.

GRID RESILIENCY GRANT LETTER OF SUPPORT
Vice Chair, Peter Brissette, reported that United Power has asked for a letter of support from the
Workforce Development Board to help secure grant funding under the Department of Energy
Bipartisan Infrastructure Law Grid Resilience and Innovation Partnerships Funding Opportunity
Announcement for its application “Mountain District Conductor Replacement and Undergrounding
for Resiliency and Fire Mitigation” project. Through this project United Power will connect a quality
workforce through the services provided at the Adams County Workforce and Business Center, which
will positively impact the community and provide new and developing opportunities for the skilled
workforce necessary to accomplish the project.

MOTION made to approve the Grid Resiliency Grant letter of support to United Power and was
seconded.
MOTION CARRIED. The Grid Resiliency Grant letter of support to United Power was approved.

BOARD MEMBER PROFESSIONAL DEVELOPMENT OPPORTUNITY
Board Liaison, Yvonne Castillo, reported that the Denver Workforce Services, the Colorado Office of
New Americans and Colorado Refugee Services Program are participating in the Skilled Immigrant
Integration Program technical grant and are extending an invitation for a professional development
opportunity to our board members. This presentation will offer workforce relative data, will
recognize common barriers faced by refugees and immigrants, and will recommend best practices
that should increase awareness with an intention to improve services and outreach to refugees and
immigrants in Colorado communities.

Goals of the Presentation
• Gain an understanding of the impact that immigrants and refugees make in our community.
• Gain an understanding of the barriers that many immigrants and refugees face when coming
to Colorado.
• Gain an understanding of best practices and techniques that can be used to improve services
and outreach and help immigrants and refugees be successful.
The presentation will be held on Monday, May 1st 9am to 10am via MS Teams. Information and
registration link will be emailed to all board members. This event will count towards the High
Performing Board application and board members who participate are asked to notify Yvonne.

2022 TALENT PIPELINE REPORT
Britta Blodgett from CWDC provided an overview of the 2022 Talent Pipeline report.

DASHBOARD
Jodie provided an overview of the fiscal data. Management is currently in communication with the
state about our challenges in the Youth program as we are behind in our spending, and we are
looking for creative solutions. Wagner-Peyser is on track to be spent at the required level. ESF and
ESF supplemental are slightly behind, but this funding is more flexible, and we are working with our IT
department to upgrade our computer system which will increase efficiencies for staff. The MSFW
program spending is low, but we are moving into the growing season and expect to spend this down.
Overall, we are in good standing except for the Youth program. All positions in the Youth program
have now been filled and the team recently held a retreat to set goals and develop creative ideas for
outreach and working with schools. Yvonne provided an overview of the program updates and Greg
presented on the ROI data.

WIOA STATE PLAN
Lee Wheeler-Berliner provided an overview of the priorities that will be addressed in the
2023-2028 State Plan. The main areas that the state will focus on will be quality, equity,
access, and affordability of all programs that connect Coloradoans to in-demand careers and
pathways to prosperity. The plan is expected to be out for public comment and finalized by
November.

WIOA PARTNER UPDATE
Yvonne Castillo provided a report on the WIOA Partners activities and collaboration.

DASHBOARD
Greg McBoat reported on status of the staff’s Wildly Important Goal (WIG) which was to
Increase successful outcomes (obtaining employment, obtaining a credential, completing a
work experience, or maintaining employment based on the client’s goals) from 557 in PY21
(July 1, 2021-June 30, 2022) to 650 in PY22. Currently staff have exceeded the goal by
completing 723 successes.

Karen Ortiz provided the fiscal report. The WIOA programs are expected to spend the
required 70% threshold. The Dislocated Worker (DW) program is completely spent and we
will utilize the Quest grant and the Employment Support Fund to pay for DW training
through the end of the program year. There were challenges with delays in obtaining labor
costs and staff will be working on implementing changes to correct this.

APPROVAL OF MINUTES
Executive Committee members reviewed the minutes from the February 20, 2022, meeting. There
was no Executive Committee meeting in April.
MOTION made to approve the February 20, 2022, meeting minutes and was seconded.

NOTICE OF PROPOSED RULE MAKING (NPRM) FOR WAGNER-PEYSER RESPONSE
Jodie reported that WBC is working with the county Legislative Liaison to develop a response to the
NPRM. The state and all Colorado workforce areas are preparing a response. Jodie requested the
support of the Executive Committee to endorse the response on behalf of the Workforce
Development Board (WDB). Committee members agreed a response on behalf of the WDB would be
impactful and agreed to the request. Tricia reported that CCCS is working with colleges on a response
and the importance to have all partners respond to the NPRM.

WORKFORCE DEVELOPMENT BOARD MEMBERSHIP
Amy reported that Patrick Giron has resigned from the Brighton Economic Development Corporation
and therefore resigned from the WDB and the Executive Committee. The committee discussed
pursuing someone from the Adams County Regional Economic Partnership. Amy also reported that Dennis Atencio has expressed interest in serving on the Executive Committee to replace Patrick.

MOTION made to appoint Dennis Atencio to the Executive Committee and was seconded.
MOTION CARRIED. Dennis Atencio was approved to serve on the Executive Committee.

INNOVATION GRANT
Jodie reported that staff met with the state regarding the grant, and they are reviewing two of the
organizations that were previously approved to ensure we can move forward. A third RFP will be
posted for the remainder of the grant money.

FISCAL ANALYSIS (Dashboard)
A copy of the current Dashboard was sent to Executive Committee members prior to the meeting and
Jodie reported that Adams County does have the highest unemployment rate in Colorado and across
the county. Program enrollments are on track and expenditures are close. There is a 70% spending
threshold that must be met by the end of the program year. There are a couple of programs we are
falling short but hope to meet the threshold by June 30th. Staff are working hard on outreach and
enrollments.

Executive Committee members reviewed the minutes from the February 9, 2023, meeting. Board
member, Trisha Johnson, noted a grammatical error in the first paragraph, second sentence in the
Dashboard section of the minutes.

grammar noted by Trish Johnson.
MOTION CARRIED. The amended minutes of the February 9, 2023, meeting were approved.

NEW EXECUTIVE COMMITTEE MEMBER
Amy welcomed new board member, Lisa Hough, to the Executive Committee. Lisa was appointed to
the Executive Committee at the March 9, 2023, board meeting.

BOARD MEMBERSHIP UPDATE
Amy reported that the following applicants are being presented to the Board of County
Commissioners for appointment to the board:

• Robert Gallegos, MSU Adult and Family Literacy Center
• Simone Mortenson, DVR
• Mary Stevenson, DelTech Furnaces

LETTERS OF SUPPORT
Amy reported that a letter of support was provided to the Independent Electrical Contractors Rocky
Mountain (IECRM) for their application to Denver’s Construction Careers program approved preapprenticeship program.

YOUTH PROGRAM UPDATES
Jodie recognized board members Tricia Johnson and Lisa Hough for their contributions to increase
youth enrollments. Through the WBC’s partnership with Front Range Community College, Tricia
assisted with 42 out of school youth referrals to our WIOA youth program. Lisa connected the WBC
with Rocky Mountain Public Media to see how they might be able to help promote the WBC and
collaborate on our youth program. Jodie has also connected them with CUWA for potential
promotion of September Workforce Development Month and the workforce development system as
a whole.

Jodie reported that the youth program is still in need of 85 more enrollments for the program year
and commended board members for taking an active role to increase enrollments. She also reported
that the management team is collaborating with Pikes Peak Workforce. They have expended their
youth program funding and have some apprenticeship programs that receive regular referrals that
we might be able to enroll through our youth program.

ONE-STOP OPERATOR SUB-RECIPIENT
Jodie reported that during the last monitoring the WBC was cited for not having a sub-recipient
agreement in place. The WBC is the One-Stop Center and is also the One-Stop Operator (OSO) based
on the Adams County procurement process to select the OSO. The WBC submitted a proposal and
received the designation as the OSO. Jodie stated that the WBC’s response has been that we cannot
be a sub-recipient or ourselves. She has reached out to two departments within CDLE to obtain
clarification and we are awaiting a response.

DASHBOARD
Jodie reported that the WIOA Adult program is under spent but at this time we are willing to carry
over more than the 30% threshold with the approval of the board as long as we can meet the
enrollment numbers. The carry over funding can be spent in the next program year. Jodie reported
that we are not currently meeting enrollment numbers, but staff are reporting weekly on strategies
to increase enrollments. ESF funding must be fully spent this year and the Management Team has
identified a plan to expend these funds. Youth programs across the state are struggling and it has
been confirmed that the WIOA re-authorization will not happen this year. Jodie announced that
Senate Bill 23-233 was passed which allows county staff to provide employment services. She also
announced that the Presidential appointee for Food, Nutrition and Consumer Services and
representatives from the Regional USDA FNS office along with CDHS recently visited the WBC. They
were interested in the great work being done by the Employment First (EF) staff and the third-party
partnership with Work Options along with the partnerships EF has throughout the WBC, HSC and the
community.

Greg then reported on the remainder of the Dashboard.

MISCELLANEOUS
Board member, Peter Brissette, reported that the designation as a High Performing Board provides
Performance Incentive Funds which covered all costs to allow him to attend the NAWB conference in
Washington D.C. He recognized Yvonne Castillo for coordinating all of his travel arrangements and
reported that the conference was amazing, and he gained a lot of information.

QUORUM
A quorum of members was present, and the meeting was called to order at 3:02 P.M. by
WDB Chair, Amy Clement.

APPROVAL OF MINUTES
Board members reviewed the minutes from April 13, 2023, meeting.
MOTION made to approve the April 13, 2023, meeting minutes and was seconded.
MOTION CARRIED. The minutes of the April 13, 2023, meeting was approved with no
corrections.

EXECUTIVE COMMITTEE AND BOARD MEMBERSHIP UPDATE
Amy reported that Tricia Johnson from Front Range Community College and Erika Manuel
from Centura have resigned from the Board and need to be replaced. Tricia’s departure also
leaves an empty seat on the Executive Committee. The Committee discussed potential
board members for the Executive Committee and will assist staff to identify replacements on
the board.

EXECUTIVE COMMITTEE MEETINGS
The Committee discussed the meeting schedule time and whether to cancel the June
meeting.
MOTION made to eliminate the June Executive Committee from the schedule and was
seconded.
MOTION CARRIED. motion to eliminate the June Executive Committee meeting from the
schedule was approved.

SEPTEMBER WORKFORCE DEVELOPMENT MONTH
The Committee reviewed the drafted proclamation to declare September as Workforce
Development Month. The Committee made a couple of corrections to the dates on the
proclamation.

MOTION made to approve the September as Workforce Development Month proclamation
was seconded with the recommended corrections.
MOTION CARRIED. Motion to accept the September as Workforce Development Month
proclamation with recommended corrections was approved.

ONE-STOP CERTIFICATION
The Committee received the One-Stop Certification prior to the meeting for review. Jodie
reported that the ADA assessment was posted on the WBC website for public comment and
not comments were received.

MOTION made to approve the completed One-Stop Certification assessment and
recommend the Colorado Workforce Development Council certify the Adams County
Workforce and Business Center as the local one-stop center and one-stop delivery system
and was seconded.
MOTION CARRIED. Motion to approve the completed One-Stop Certification assessment

PERFORMANCE INCENTIVE FUNDS END OF YEAR REPORT AND HIGH PERFORMING BOARD APPLICATION
Amy reported that the end of year report and High Performing Board application for the
PY22 Performance Incentive Funds has been completed. The Committee reviewed and did
not have any changes. These documents will be submitted to CWDB by August 18th in
accordance with the PGL.

LOCAL PLAN
Peter reported that the CWDC will be discussing the State Plan at the September meeting
and he will report back to the WDB at that time. Amy announced that the WDB will begin
pre-work for the Local Plan at the October meeting. Jodie reported that there are several
high level staff vacancies and she has put hiring on hold to conduct listening sessions with
the staff. She expects to complete these sessions by October and will move forward with
filling these vacancies once she has had time to review and consider this feedback.

DASHBOARD
Yvonne reported on the program enrollments. The Adult and Dislocated Worker programs
did meet the required enrollment numbers at 85%, but the Youth program did not. The
Youth Team has been working on outreach to our community partners to strengthen
relationships. CDLE has approved a Youth waiver for PY23 which will allow staff to enroll
50% in-school and 50% out-of-school which will allow more flexibility. One of the major
challenges was the staff turn- over. The Youth and the Adult programs had new case managers and
their training became priority and made it difficult to enroll customers at the beginning of the fiscal
year. Weld County has a strong Youth Program and has agreed to provide training to the Adams
County Youth Program Lead Worker.

Karen provided the financial report. All programs met the 70% expenditure threshold and the ESF,
ESF Supplemental, and MSFW funds were also spent at the required amount. Discretionary grants
are also on track to spend down the required funding.

Amazon Tour

On Monday, Aug. 26, Adams County Workforce Development Board (ACWDB) members and staff, along with Commissioner Steve O’Dorisio, toured the Amazon Last Mile Drivers Academy, located at 6150 N. Downing St. in Denver. This facility is the only one of its kind in the country, training drivers for five Amazon delivery stations in the Metro Denver region.

The training includes two, eight-hour days at the site and covers their driving course, slip-trip-fall simulator, virtual reality, and driving simulators. This includes classroom time and learning how to handle safe loading. The third day includes On Road Experience with a drive along that includes a veteran delivery associate.

To date, Amazon has trained over 12,500 drivers since March 2022 at our Last Mile Driver Academy. During their peak busy times, they can train over 300 drivers per week and during off-peak times, they can train over 150 drivers per week.

As the largest employer in Adams County, this tour provided the ACWDB a valuable opportunity to observe the training processes at the Amazon driver facility.

Established in 2005 by the National Association of Workforce Development Professionals (NAWDP), Workforce Development Month highlights the vital role of the workforce industry in strengthening the national economy. Every September, states across the country come together to celebrate the contributions of workforce professionals and the significance of workforce development.

On November 11, 2023, Commissioner Lynn Baca joined the Adams County Workforce Development Board (ACWDB) to be recognized as a High Performing Board for the fifth straight year by the Colorado Workforce Development Council (CWDC). Local Workforce Development Boards in Colorado are recognized as high performing by the CWDC when they achieve a series of key performance indicators and the ACWDB achieved the highest score available. The ACWDB is comprised of diverse and knowledgeable community members who actively participate in board meetings and activities supporting the local workforce system. They serve as liaisons between the community and the local workforce center, and actively work to accomplishes goals and strategic priorities through data driven, business-led meetings. This recognition is well deserved!
