Low-Income Energy Assistance Program (LEAP)

The Low-income Energy Assistance Program (LEAP) is a federally funded program that helps eligible, hard-working Adams County residents pay a portion of their winter home heating costs. Assistance is given to those households who pay directly to a utility company or those who have heat included in their rent. LEAP can also assist with home heat system repair and/or replacement of inoperable heating systems.

LEAP Eligibility

You could qualify for LEAP benefits if you meet these criteria:

  • You pay home heating costs, either to a utility provider or landlord as part of rent
  • Your income does not exceed 60% of the state median income level (listed below)
  • You provide proof of lawful presence in the U.S., for you and household members born outside of the U.S. Valid forms include:
    • Naturalization Certificate
    • Born Abroad Certificate
    • U.S. Passport
    • Permanent Resident Card
    • Documentation of Refugee or Asylum Status

This chart can help you determine if you are at or below 60% or area median income. Household members are people living in your home for which you are financially responsible for; i.e. spouses, children, and so on.

Application Information

Applications for LEAP will open November 1, 2025. LEAP Applications are accepted between November 1st and April 30th.

How to Apply

To apply for LEAP, there are multiple ways to submit your application beginning November 1:

  • Apply online through the Colorado PEAK website
  • Download an application and drop off at Adams County Human Services office by drop box, mail, or email. Please note, a downloadable application will be available on Nov. 1
    • Applications can be mailed to 11860 Pecos St., Westminster, CO 80234 or to our processing center at Goodwill Colorado at LEAP PO Box 39200 Colorado Springs, CO 80949
    • Applications can be emailed to leap@adamscountyco.gov
  • To apply over the phone, please call the Heat Help line at 1-866-HEAT-HELP (1-866-432-8435).

Application Checklist

Follow this checklist to make sure you complete your LEAP application.

  • I have answered all the questions in each section of the application.
  • I have enclosed a readable copy of lawful presence documentation for myself and my household members born outside of the U.S.
  • Social Security numbers and birth dates for all members of my household have been included in the application.
  • Proof of all monthly household income (pay stubs, award letters, loans, etc.) has been attached with the application.
  • I have attached receipts for all expenses claimed on my profit and loss statement for self-employment income.
  • A copy of my most recent heating bill has been enclosed with the application (if you pay your heat as part of your rent, include a copy of your most recent rent receipt).
  • I have signed my application.
  • I have double-checked that I am submitting my application to 11860 Pecos St. Westminster, CO 80234.
  • If I am sending my application via email to LEAP@adamscountyco.gov, I have ensured that I scanned my application and all required paperwork and have attached the files to the email

Weatherization: The Weatherization program offers in home audits, repairs, and replacement of certain household necessities to reduce your utility bills. Depending on the situation, if you have applied for LEAP you may be required to submit to a home energy audit. The Arapahoe County Weatherization office serves both Adams and Arapahoe Counties.
