Strategic Planning Series
The SPARC Strategic Planning Series is designed to strengthen community-based organizations (CBOs) serving Adams County residents. Offered through the Community Partnerships Team, this free service helps organizations clarify their vision, define priorities, and develop actionable plans to increase long-term impact that will move their mission forward.
The ToP Strategic Planning Methodology
Developed by the Institute of Cultural Affairs (ICA), the Technology of Participation (ToP) is a structured, participatory framework that helps groups think clearly, work collaboratively, and build shared direction. The ToP Strategic Planning model is about creating shared understanding and collective ownership through inclusion and alignment toward common goals. Sessions are Facilitated by ToP-trained staff from the SPARC Community Partnerships Team.
The approach:
- Engages all voices through inclusive discussion
- Groups ideas into common themes to reveal shared priorities
- Brings participants together to name and shape those themes into meaningful outcomes
- Ensures the final plan reflects your ideas, your vision, and your direction
Strategic Planning Series
This 16 hour or two-day planning series includes four progressive workshops that build upon each other and guide teams from vision to implementation:
- Practical Vision – Define what success looks like and the future you want to create.
- Underlying Contradictions – Identify barriers and root causes that limit progress.
- Strategic Directions – Establish key priorities to move your vision forward.
- Focused Implementation – Turn strategies into clear actions and responsibilities.
Who Should Attend
We recommend 8–10 participants representing a mix of perspectives and roles, such as your Executive Director, staff with decision-making authority, and program staff or volunteers. To get the most out of the process, participants should attend the full series.
Before the Workshop
Each organization completes a 45-minute pre-planning meeting to help us:
- Learn more about your organization’s goals
- Clarify your desired outcomes
- Develop a Strategic Planning Focus Question to anchor the session
