Building Resilient Community-Based Organizations (BRCBO)

Applications for the 2026 BRCBO cohort will be open from Feb. 13–March 13.

The Building Resilient Community-Based Organizations (BRCBO) program is a capacity-building and funding initiative led by the Office of Strategic Partnerships & Resilient Communities (SPARC). BRCBO supports community-based organizations serving Adams County residents by strengthening leadership, systems, and long-term organizational resiliency. Through a combination of strategic planning, professional development funding, coaching, and shared learning, the program equips organizations with practical tools to adapt and thrive.

Program Goals

BRCBO is designed to help organizations:

  • Strengthen organizational capacity and resiliency through sustainable systems and leadership practices
  • Clarify strategy and support long-term planning while navigating financial and operational change
  • Connect to coaching, peer learning, and professional development resources

Who the Program Is For

BRCBO is intended for community-based organizations serving Adams County residents and is best suited for organizations in one of the following phases:

  • Emerging – Building foundational systems, defining identity, and increasing visibility
  • Transformation – Navigating significant change, strategic shifts, or organizational restructuring
  • Optimization – Refining processes, improving efficiency, and maximizing impact

Participating organizations must be willing to engage with Adams County staff and pre-identified consultants and meet all County Grant Policy requirements.

What Participating Organizations Receive

BRCBO offers a cohort-based experience that typically spans six months to one year, depending on the program year and organizational needs.

Core offerings may include:

  • Direct capacity-building funding to support trainings, coaching, and other professional development aligned with organizational goals
  • Strategic planning sessions to develop a 1–3-year strategic plan using the Technology of Participation (ToP®) Strategic Planning Method
  • Individual executive coaching with a certified coach
  • 3–5 full-day workshops focused on topics like leadership, board development, fundraising, storytelling, action planning, etc.
  • Access to leadership assessments including DiSC and Emotional Intelligence EQi 2.0 workplace and 360 reports
  • Networking and resource navigation, connecting organizations to peers and regional learning opportunities

Time Commitment

BRCBO is designed to balance meaningful support with realistic time expectations. Most organizations can expect:

  • Approximately 12, one-hour coaching sessions, with light reflection or fieldwork between sessions
  • A minimum of three full-day workshops, approximately 18 hours total
  • Strategic planning sessions totaling about 16 hours, delivered over two full days or four half-day sessions

Impact Beyond the Cohort

BRCBO strengthens not only participating organizations, but the broader nonprofit ecosystem in Adams County. In past cohorts, workshops have also been opened to organizations outside the program—extending learning and support to dozens of additional CBOs.

By investing in organizational health, leadership, and systems, BRCBO helps ensure community-based organizations are prepared to support Adams County residents through both everyday challenges and future crises.
