Program Purpose

The Housing Counseling & Mediation program exists to address the eviction crisis in Adams County, where eviction rates exceed state and national averages. Eviction is not only devastating for families—it also creates significant downstream costs for landlords, taxpayers, and communities. This program fills the critical gap of providing neutral, no-cost mediation and housing navigation, helping residents avoid court filings, stabilize housing, and access long-term solutions.

Program Overview

Through a contract with Brothers Redevelopment, Inc., Adams County offers free tenant-landlord mediation and housing counseling services. The program provides:

  • Tenant-Landlord Mediation: resolving disputes outside of court.
  • Housing Guidance & Counseling: assisting residents in navigating complex housing systems.
  • Landlord Engagement: building partnerships with property owners to expand housing access.

The program delivers 75-100+ mediations annually, serves 250+ households through counseling and navigation, and engages landlords each year.

Eligibility Criteria

  • Target: Adams County renters at risk of eviction or housing instability.
  • Preferences: None formally, though the program prioritizes households at highest risk (e.g., families with children, women, communities of color disproportionately impacted by eviction).
  • Expectations: Participants must engage in the mediation/counseling process in good faith and comply with agreed-upon resolutions to continue support.

Partner Referral Process

  • Who Can Refer: Courts, landlords, nonprofits, social workers, and community partners.
  • Referral Process: Referrals are directed to Brothers Redevelopment, Inc. via phone or web submission.
  • Self-Referrals: Residents can directly request services without a third-party referral

Outcomes and Community Impact

  • 2024 Impact: 130 tenant-landlord mediation cases managed; 48% resulted in a positive resolution.
  • Return on Investment: Each avoided eviction saves taxpayers an estimated $10,400. With a 4:1 return on investment, this program delivers significant cost savings for Adams County.
  • Community Adoption: Due to demonstrated success, surrounding counties have replicated the program model.

By reducing evictions, stabilizing families, and improving landlord-tenant relationships, the Housing Counseling & Mediation program strengthens housing stability and reduces the community-wide costs of homelessness.
